Taiwan to Eliminate Paper Arrival Cards Starting Oct. 1: All Foreign Travelers Must Use Digital System

Must read

In a major digital shift aimed at modernizing its immigration processes, Taiwan’s National Immigration Agency (NIA) has announced that paper arrival cards will be completely phased out starting October 1, 2025. From that date onward, all foreign nationals entering Taiwan will be required to fill out the “Taiwan Arrival Card (TWAC)” online.

This move is part of a broader government strategy to enhance efficiency, reduce environmental waste, and improve border entry procedures through the use of digital tools.

🔍 What Is the Taiwan Arrival Card (TWAC)?

The Taiwan Arrival Card (TWAC) is a web-based digital form that collects essential information from foreign travelers such as:

  • Name, nationality, and passport details
  • Purpose of visit
  • Accommodation in Taiwan
  • Contact information during stay

The TWAC can be submitted via the official website: https://niaspeedy.immigration.gov.tw.

The system has been available voluntarily for years, but starting October 1, it will be mandatory for all foreign visitors who do not hold a Taiwan Resident Certificate.

🌐 Languages and Accessibility

To accommodate Taiwan’s diverse inbound visitor base, the TWAC platform supports:

  • English
  • Traditional Chinese
  • Japanese
  • Korean
  • Thai
  • Vietnamese
  • Indonesian

This multilingual approach is designed to remove barriers for tourists from Southeast Asia and East Asia—some of Taiwan’s fastest-growing source markets.

🧑‍🤝‍🧑 Group Submission & Offline Support

For families and tour groups, the system allows one person to fill out the form for up to 16 people—a practical feature for group travel and guided tours.

Importantly, for travelers without access to internet devices, the NIA has assured the public that support will be available at international airports and seaports. Immigration officers will assist with on-site digital submissions using kiosks or agency-provided tablets. Public Wi-Fi at the airports is also available for self-service.

📅 When to Submit?

The NIA recommends travelers complete their TWAC within three days prior to arrival to ensure a smooth immigration process. However, real-time submissions at the airport remain acceptable, offering flexibility to last-minute travelers.

🌱 Why Phase Out Paper Cards?

Taiwan’s decision aligns with global trends in digital border control and sustainability:

  • Efficiency: Cuts processing time at immigration counters.
  • Security: Enhances data accuracy and fraud prevention.
  • Eco-consciousness: Reduces paper waste across tens of millions of travelers per year.

Countries like Singapore and South Korea have already adopted similar digital entry systems.

🛂 Who Is Affected?

The online arrival card system applies to non-resident foreign nationals, including:

  • Tourists
  • Business travelers
  • Visa-free travelers
  • Foreign workers and students entering on short-term stays

Holders of Taiwan Resident Certificates (ARC/APRC) are not required to fill out TWAC.
